　　如您所知，中國國務院宣布了一項新法規(guī)—禁止學校在義務教育階段使用境外教材。該法規(guī)將于2021年9月1日生效。

　　As you will be aware， China’s State Council has announced a new law， which will come into effect on 1 September 2021， schools are not allowed to use foreign textbooks in the compulsory education stage。

　　這項新法規(guī)將適用于所有開設小學項目 （PYP） 和中學項目 （MYP） 的國際文憑世界學校和準授權學校。

　　This new law will apply to all IB World Schools and candidate schools offering the Primary Years Programme （PYP） and the Middle Years Programme （MYP）。

　　來自中國國務院的政策文件指出—新法規(guī)：

　　The policy document from China’s State Council states that the new regulations：

　　禁止外國實體舉辦或者實際控制任何實施義務教育的民辦學校；

　　prohibit the ownership or control of any compulsory education stage by foreign entities；

　　要求學校的舉辦者和決策者應是中華人民共和國國籍 （第25、26條）；

　　require that school owners and decision-makers should be Chinese nationals （item 25， 26）；

　　指明實施義務教育的民辦學?？梢曰趪艺n程標準自主開設有特色的課程，自主設置的課程應當報主管教育行政部門備案。實施義務教育的民辦學校不得使用境外教材 （第29條）；

　　specify that private schools offering any compulsory education can develop their own school featured curriculums based on the standards of national curriculum； the self-developed/designed curriculums should be reported to the local education administrative department。 Private schools offering any compulsory education must not use foreign textbooks （item 29）；

　　國際文憑組織 （IB） 重申，根據(jù) IB 和國際文憑世界學校的政策規(guī)定，經授權的國際文憑世界學校必須遵照所有適用的國家法律、法規(guī)和政策來辦學。

　　敬請所有開設國際文憑小學項目和中學項目的國際文憑世界學校和準授權學校放心，國際文憑教育框架旨在組織課程，為在符合當?shù)匾?guī)定的情況下教授項目提供了空間。

　　因此，我們相信中國的國際文憑世界學校和準授權學校社區(qū)將會積極有效地在其運作和實踐中執(zhí)行新法規(guī)的各項要求。

　　The IB would like to reaffirm， as stipulated in its own policy with IB World Schools， that authorized IB World Schools must operate in accordance with all applicable national laws， regulations and policies。 All IB World Schools and candidate schools offering the PYP and the MYP should be reassured that these frameworks for education serve as curriculum organizers providing the space for the delivery of the programme in line with local requirements。 Hence， we are confident that the community of IB World Schools and candidate schools in China will effectively adopt the requirements of the new law into your operations and practices。
